Something may have interrupted when saving to your external that corrupted the file.
This is the risk in working on an external drive.
Check for updates for Illustrator and Windows to make sure that does not resolve.
Otherwise, I would email your file to the address indicated on the message and see if they can assist.

Thanks for your patience. I have tried multiple times to recover the file, but there is no PDF data in the file.
I was able to open the file in Illustrator and Apple Preview, but there is no content. I can't even recover the thumbnail of the artwork.
The file has gotten corrupted when stored or saved in an external drive. Monika & Kevin has already covered that.

Try to convert ir to pdf and than open it in Ai. May be this can help.

When you open the file in Acrobat, do you see the complete file content?

Did you follow the directions and send the file to the email address provided?
Where was the file located? Local storage, external drive, server, cloud storage?

Please check that harddrive for hardware issues.
Also it's always important to have multiple copies of your files, so that you have a backup in case anything goes wrong. Only one copy is like asking for trouble. Incase there is a crash while saving, you're doomed.
For this file, please send the file to the address in the error. Maybe they can help you.
