Illustrator is distributing spacing to the wrong size?

I have a set of icons and text that I grouped together and I am trying to space is 1.3 inches away from an arrow next to the group. I have both selected and then selected the arrow as the key object. I have 1.3 inches typed in. but it is moving it 13 full inches instead. I can move the decimal point so that it does work how I need it to but how do I correct this issue long term?

What's the size of the artboard? It's not a Large Artboard, is it?
