Illustrator just doesn't snap like it used to

One of the many things that Illustrator now does poorly which has increased production time substantially. I'm posting out of a frustration that is now constant, at least during working hours when all I can really do is just bear it.

Could you confirm the version of the OS/Illustrator and screenshots of the Snap settings used, so I can better assist you?
