Illustrator Paste in place doesn't work Versions 2023/2024

Paste in place does not work when copying out of illustrator 2024, into illustrator 2023. It places the art at 0,0 on the artboard instead of the original location. It also has the unfortunate side effect of putting the various elements into clipping masks.

Why did Adobe not make Illustrator 2024 backwards compatible with 2023?
