Illustrator path is shifted / displaced

My paths in illustrator are weirdly displaced / not in line with the actual shapes.
Even if I draw a simple rectangle.

What is this and how can I fix it?

Does it get better when you select View > Preview on CPU?

That looks exactly like GPU issues.

How far are you zoomed in?
