Hi there! I'm new to Adobe and struggling to add these flowers to a black and white image similar to the one shown in the example I attached. I'm unsure whether I should use Adobe Photoshop or Illustrator for this task, and I'm having trouble finding the right search terms on Google or YouTube to guide me through the process.

Illustrator is OK for the task.

You will need all of these shapes as vector shapes.

And then overlay the fowers on the bear, select all and in the pathfinder panel, click "Subtract" (second button in the top row.)
