In-page jump-links not working in all contexts

I recently created an infographic-adjacent Team Guide in Adobe Illustrator (most current version) that I then exported as a PDF. While the external links all function beautifully, there are three jump-links that are designed to take the user to a specific spot on the scroll-down asset. These work beautifully on my end and in some contexts, but not in a number of browsers and other contexts. Is this normal, or is there a workaround for it? They will be broadlky distributed, so we have no control over platforms, Acrobat or Reader versions, etc. LMK- thanks!
