Is it possible to save swatches that can be opened up for use in any Illustrator file
You set up the swatches in the document in the way you want and then you either save as a template or you create a new document profile as shown in the video.

You can save them into a CC library
Or you can save a library file via the Swatches panel
Or you can save them into a template file
Or you can save a New Document profile.
What is your goal? Having them present automatically in any new file? Or just a floating library?

Is it possible to save a generated pattern swatch to a CC Library? I'm not having any success dragging it over.

Click on the + button in the CC Libraries panel.

Did not work, had to use an object filled with the pattern. It adds as a graphic.

As a workaround you can drag an object using a brush/pattern/gradient/global color to the CC Library
You can also drag multiple items using different brushes/patterns/gradients/global/spot colors together into a CC library to simulate a library. Text objects must be grouped before adding them as graphics.
The easiest way to add them to a new document is to hold down the Alt key when you drag them from the library and place them in a new document. The patterns/gradients/global colors automatically get added to your swatches panel.
You can hit escape before you click to place the object(s) or delete the dragged library items because the swatches and brushes are now part of the document.

There are many was as mentioned. I create 2 versions, one in RGB (Digital) and the other in CMYK (print). Make sure to use the correct File >>Document Color Mode >> RGB or CMYK if color accuracy is important to you.
