Is there any ways not to having minimize panel when it docks by both side?

i know default panel sets on illustrator is being minimized when it docks on side

 

but i want them keep being fully opened like [pic 1], not [pic 2]

i'm experiencing these when i turn off illustrator and open again

i tried every other options on preference even opening in CC applications(+saving workspace and reinstall)

 

is there any ways not being minimized when i opened it again?

i dont like them not docked on side cuz i need ruler options 'inside' my working view not the faaar side away from mine..(my eyes more narrower than i thought)

 

plz save me from OCD
