Is this a bug ? Moving layer order results in layer becoming a mere object from the nearby layer

Hi, 

I know that if I closed all the layers, this issue wouldn't happen.

But isn't it still non-intuitive that when dragging a LAYER in between 2 other layers, even when that blue line appears, showing you where it will go once you release the mouse, the layer ends up being "swallowed" by the nearby layer, instead of simply re-organised there ?

I am curious what was the thought process behind choosing this behaviour ! 

Am I doing something wrong ?

@Baobaob the nesting issue!?! You're not doing anything "wrong." I was trying to do what you were doing, and I was fine... but, if I was trying to rush through it, I ended up doing what you did. Try to go a little slower. It's weird nuance?
