keep losing focus from illustrator windows

hi

i have a problem with new installed illustrator cc 2017

so when i open illustrator it looks good and no problem but when i create a new file or open an existing file it starts to lose focus from the window of illustrator and all other programs in windows

like the software is clicking something like a task bar ... and the mouse gets a blue circle next to it all the time

you know when you are in a window and you click the task bar you can't do anything in the program ... i have that issue but i'm not doing

it's illustrator on it's own

when i close it it stops

please suggest anything to stop it

Are you able to update to 2019 version which was released last week?

I'd be doing an uninstall and reinstall as the first step, just in case it didn't install correctly the first time.

i don' want to upgrade because the latest version uses more ram and stuff and i don't want that

Try an uninstall/reinstall to start with in that case.

I've had this exact same issue on multiple devices with multiple versions.  It's a bug. It's been here for a long time and Adobe's not going to fix it. It's a very disruptive bug. Illustrator in general makes me need therapy.

The selection tool inaccuracies, rotate instead of scale bug, the above mentioned bug... i spend way too much time "out of the grove" because Illustrator can't just work requiring me to constantly log out, restart, google for fixes, etc. It's one of the worst UI I've ever used in my 15 plus years, and I have 10 years experience using Illustrator.
