Is there a way to create artwork for separate artboards and have the artwork for each artboard reside on a separate layers panel rather than having all of the artwork from all of the artboards on the same layers panel?

Thanks

YOu can't have more than one layers panel, but you can create additional layers in it.

Layers are not limited to artboards, but are shared between all artboards in a document.

You could try to make layers that you only use on a particular artboard and make sure not to put content on them when using a different artboard. Naming conventions can help, but it can quickly become complicated.
