This issue has been eating up my patience for two days, I don't know what is interfering with the application operation, but when I hover over certain UI elements, the cursor directly disappears, although it still interacts with the artwork. This issue is only faced in Illustrator whereas Photoshop and other software's are working fine. I also tried to install recent, and latest updates to see if this problem goes, but it didn't help me. This problem is only seen on one of my devices, I checked it on the second device I have it works normally. I have also attached a video showcasing the problem.

Yes, you are correct, I have the Insider Preview build installed. I tried updating it to the latest build available rather than clean-installing Windows. And it did fix this issue, Thank you for your help and support!
