Mouse flickering when trying to scale cc2022

When I go to try to scale an object in illustrator or rotate it, i've clicked on the object and then go to the corner to turn but the mouse flickers bettween the arrows to scale/roate and the regular mouse and its very irritating. Is there any way to fix this? or a setting I need to adjust? any help appreciated
