I have recently updated both Photoshop & Illustrator. Now, when I try to open multiple files the tabs show that the file is open, but only the inital file views, and then none of them work at all. I do have "open new files as tabs" checked.

Please turn off GPU Performance under Preference > Performance and let us know if it helps you out.

You may have to elaborate on exactly what that means. Can you switch from tab to tab (image to image) using Ctrl/Cmd+Tab?

Actually, on the Mac that's command + tilde to switch between windows in the same app.

I believe I have this problem too...
Illustrator 24.1.2 | macOS Catalina 10.15.4 | iMac 27" Late 2015
I'll have multiple projects open in Illustrator, but when I switch to other project tabs the project I was currently viewing is still visable rather than the different project tab I selected. In other words, switching between project tabs does nothing, I can only see one project no matter what tab I'm selected on. If I click and drag a project tab off from the top dock to make it a seperate window, then I am able to see the project– but if I reattach the project tab to the top dock the same issue continues.
Only way to fix it is to restart Illustrator.

I have this very same issue. The only way to fix the problem is to pull the tab with the file I want to see away from the grouping of tabs. But I don't want to do that - I want all the files to coexist, and easily move between files and see whatever I want to see. Even if I go to the bottom of Window menu and see my open files, click on one, it still just shows the old file I don't want to see anymore, but the tab of the file I do want to see is highlighted. I can even make changes to the file I want - I just can't see them being made.
This doesn't happen all the time, and certainly goes away if I restart Photoshop or Illustrator. It usually seems to happen if I have been away from the application or my computer for a while.
