My x and y coordinates of objects won't go to whole numbers.

For some reason every number I put in the x and y coordinates in the transofrm tool bar keep changing to decimals. Always to the two thousdanths of whatever number I am entering? How can I fix or what option do I need to uncheck in preferences? In the screenshot that is the number illustrator makes it when I put it to X=0 Y=0. Illustrator changes it to the numbers shown.

Just a guess, what happens if you double click at the intersection of the rulers to reset the 0/0 point?
