Need Help in Making 2D Character

Hi, I am seeking help in creating a 2D cartoon character using Adobe Illustrator and later I will animate that character in Adobe Animate. I am facing difficulty in creating the neck part. I am not sure how to desing and arrange neck and head of the character VS neck part of the shirt. Help would be greatly appreciated.
