No more scroll bar on my Effects Panel window

In the last three updates for Premiere, 24.6.1 (Build 2) and the 2 updates I made prior, the effects panel window no longer has a scroll bar.  This means whenever I expand folders, if I have too many effect preset folders open or even collapsed above the one I'm opening, I can't scroll down to navigate through all of the effects.  This usually has me needing to search for the specific transition or effect I need, or having to collapse the other folders so I can access the desired effect.

I was hoping this would have been fixed within the last few updates, but since it hasn't, I want to address the issue and hope this bug can be fixed.

 

See attached screenshot where there's no scroll bar in the effects panel.  This occurs no matter where I place the effects panel.  Again, there are work arounds, but it slow down the editing workflow.
