Are you using a document in CMYK mode?

If you start creating a document with a Print preset you will have 100% black.

Check Preferences > Appearance of Black > set "Output" and "Display" Blacks Accurately.  If you want a Rich Black in a particular file, you need only create a custom swatch and all other instances should default to 100% K.

CMYK 100 K won't ever translate to RGB 000, because conversion uses color management.

You need to create two different files: one in CMYK, one in RGB and then set up the colors individually.

I just had this same exact problem. No matter what I did when I typed in 100%K the values would change to different C, M, Y, and K values. I accidently had my file set up in RGB so I switched it over to CMYK (File<Document Color Mode < CMYK). Once when the file was in CMYK, I still could not get my black to go to 100%K everything would change to odd C, M, Y, and K values like I was experiencing before. Just so everyone is aware I was not using any spot colors etc.

The solution I fould was to create a whole new blank file and make sure it is set up in CMYK mode, then copy paste everything from your old file into the new file. Hope this helps!
