How can I create an offset out line with a graphic style instead of having 2 layers like the bottom text?

Set the stroke to None
Open the Appearance panel.
Add a new stroke to the text object
Apply Effect > Path > Offset path to that stroke
Apply Effect > Pathfinder > Unite to that stroke
