Pen tool, and Shape tool issues

Here's the issue I've run into. I go to place a node with my pen tool or even with my shape tool and it will not go where I want it to. I thought the raster effects was the issue originally, so I increased it from 72 ppi to 300 ppi. I don't know why it's doing this.

Looks like Snap-to-Grid may be enabled.
