Pen Tool points auto snapping to integer coordinates.

Hello, I have a problem - all me points auto snapping to integer (whole) pixels.

Example:

I have a shape with fractional X and Y (its okay for me).

Then I use Pen tool, use existing point as a start point - it is okay.

But after I tried to place a second point (using shift to place it exactly vertical above first):

All the new shape changes its location to new one:

Snap to grid and Snap to point are off.

How could I fix it? I need to work with fractional coordinates.
