"Adobe Illustator Cannot Be Opened Because of Problem"

Adobe Illustator suddenly will not launch and I get this mysterious message: "Adobe Illustator Cannot Be Opened Because of Problem." I have tried uninstalling and reinstalling and used the cleanup tool - neither have worked. Other adobe products are working fine (Photoshop, Premiere) and the Creative Cloud application works fine. Using MacOS Catalina 10.15.7.
