Raster image settings after file created

How can I change the raster image settings in Adobe Illustrator after the file has already been created and saved? I used adobe illustrator 30.0 (Latest version).

Just reopen the file, change the settings and save again.

the settings are in the menu Effect->Document Raster Effect Settings...
