I need lower than 14.3 version, could you tell me how can I download the illustrator the previous versions?

Version 14 - you mean CS4?

It's not possible to register that anymore. So no, you cannot use it.

Or are you referring to version CC2014 - which might perhaps still be available on prodesigntools.com, but I'm really not sure about it. It most probably won't run on any current Windows (it won't run on any modern Mac OS for sure).
