I don't think I would call this a bug, but something has changed in Illustrator to where, if I draw an object, then hover over the corner to attempt to scale it, Illustrator now seems to prefer the rotation widget and I'm struggling a little to find the scale widget. The thing is, in decades of using Illustrator this was never a problem for me until recently. I don't know when I started to notice it but it's certainly been about a year or so. I'm working a little bit on auto pilot so I select and attempt to scale, but it's actually rotating. So I started experimenting to see how much effort it takes to "find" the scale widget and it's actually taking some effort and time. It's really aggravating because I'm having to slow down and carefully select the scale widget just to scale an object. I don't suppose there is any way to make Illustrator prefer the scale widget instead of the rotation widget. In my time with Illustrator, I used to have to "find" the rotation widget, which was fine for me because I don't use it that much. Now I'm having to find the scale widget which I use constantly.

Are you hovering the Selection tool directly over one of the object bounding box corners? Hovering just outside the corner will bring up the rotation option. I could imagine the scale and rotate options might be a little more flaky if the user interface and/or operating system is set to display elements at a small size.

All I know is that I have been using Illustrator for decades and I never had this problem before. Everything in terms of the UI, monitor, etc are at defaults. Even as I'm doing it now, I hovered, I got the scale widget, I grabbed it and suddenly it was the rotation tool. I can see what you're saying, that the rotation widget should appear just outside the corner, and it does that. So I move directly over the corner and I see the scale tool appear and I grab it and it turned back into the rotation widget just in time to frustrate me.

I'm sure that has to be very annoying. Have you been seeing this issue just with the version 28.1 build or has it been going on longer? Have you tried resetting Illustrator's preferences file? Also make sure your graphics board's driver is up to date. Do you know if the glitch occurs in both GPU and CPU preview modes?
