shift key not working for drawing horizontal lines

In Illustrator, shift is not working when drawing horizonal lines, but it does work on vertical lines. Why?

I saw a 2019 post on similar topic but saw no resolution.

I finally figured it out. The first of several art boards had the perspective tool open. When I closed that, my problem was solved.
