Show rulers on every file

My preference in Photoshop and InDesign is to have the rulers turned on by default for every document/file, regardless of whether it is something I am creating from scratch or something I am opening. For the life of me, I cannot figure out how to get Illustrator to leave my rulers on permanently. Any suggestions?

Is this a current version of Illustrator?

In that case in Preferences > General turn on "Rulers on/off" (name might be different, I'm using a German version)

Then turn on the rulers. The setting will stick no matter how the file has been set up.
