I upgraded Illustrator from CC 2021 to CC 2023 and smart guides work differently. For example I need to move my mouse pointer very close to a path before Illustrator shows me I'm pointing somewhere along a path. The same goes for aligning objects, the lines that appear to indicate that the object I'm moving is aligned with another object don't appear unless I struggle for a good 30 seconds to get close enough to where it should be aligned. The smart guides don't really appear to guide. Why was this behaviour changed between 2021 and 2023?

But in my case Pixel preview and snap to grid are off, I use the default settings of Illustrator 2023.

How are Smart guides set up in preferences?
How is selection and anchor display set up?
Do you have a larger monitor now or have you changed its resolution?

My monitor is the same. And I recently found out that if I select any single rectangle in the document the old smart guide behaviour is used, once the rectangle is deselected the smart guides don't show up again.

So when you hover the cursor over that rectangle, there are no highlights?
Did you reset the preferences when updating? THis would of course erase your settings. You could Rename the preferences folder instead, since that can be made undone.
