Major issue with smart guides active while trying to scale an object with the shift constraint. All snapping turned off, Snapping Tolerance set to 0 or any of several numbers ranging from 0-128, doesn't change a thing. The contrained scale attempt makes the object jitter as if it's snapping to something (nothing else on the Artboard), after mouse release the scaling object snaps back to its original scale. Only option is to turn on/off Smart Guides, not effienct for professionals.

I'm not able to replicate this, but here are some things to try --
Under View menu, turnoff Snap to Grid, turn off Snap to Pixel, Turn off Align to Pixel Grid.
If that doesn't work, you might try resetting Preferences, under General in Preferences.

You might also try not pressing shift, because Smart guides handle that as well.

I wonder whether you have a (temporary) corruption of the document or the references.
Is the same happening in a new document?
Is the same happening if you close down Illy (or the computer) and start up again.
And what happens if you clear the preferences? WARNING: save possible customized settings/assets therein you wish to keep, see especially the Before you proceed, create a backup copy of your existing preferences folder (Adobe Illustrator <version> Settings) here

Thank you for the suggestion Jacob. I've tried everything including what you've suggested. The problem still occures even on a clean reinstall, and a new file with one simple object. I've attached a short video of what it looks like, first with the center point offset then centered, same result.

As a side note the same problem occurs with the Reflect and Shear tools, but oddly not with the Rotate tool.

I think it can be called a bug.
You can mitigate the issue by turning off the Transform Tools option in the Smart Guides preferences.
