stoke shows 2 lines when resizing

When I create a simple stroked square or rectangle and then try to resize it, 2 blue guides show up instead of one. when i'm done resizing it and let the mouse button go, it isn't in the location where I released it.

Please upload the file to Creative Cloud or the like and also tell us exactly how you resize the thing?

I'm just dragging the corner of the box to make it larger.

But it's an outside stroke, so that might cause it for you.

When was the last time you rebooted the computer?

a few hours ago. if it's not doing that for you it leads me to believe it's a setting or something local to my machine that's causing the issue.

in the end i did fresh reinstall. that fixed it. it must have something to do with some a profile conflicting
