Storke spontaneous change

Hello! Сould you help me? I'm trying to enlarge the line to make it even on all sides, but each change increases the width of the stroke. How can I lock its width so that it is always 1? Thank you!

Is Scale Strokes & Effects checked in the (expanded) Transform panel?
