Swatch menu has apparently disappeared after saving swatch library

I'm using illustrator 23.0.6 from a macbook air laptop. 

 

I saved my swatch library to my computer as a .ai file. In its original document, the swatch menu (for swatch kinds, options, new/delete) is visible in the bottom right of the original "Swatches" tab:

But when I open the library from the "Swatch Libraries Menu" either in this original document or in my new document, the swatches are there in the new tab but menu panel at the bottom disappears:

As such, I cannot create and add swatches to the library from another document. Is there a way to enable the swatch menu panel in a saved library, so I can create/edit swatches from the saved library?

You have to open the swatches AI file in order to add swatches to it. You can't do that from inside another file.
