Good afternoon! The grid works correctly if the "Grids In Back" parameter is disabled. If you turn it on (which is sometimes required when editing), some grid lines will stop being displayed when viewed using the GPU. (if you switch to CPU, the lines will work, but will run slowly, so I'm not considering this option). My GPU is brand new and there are no errors in stress tests and games. The latest drivers are installed on the GPU and other components. Why does such a problem appear and how to solve it?

How large is the document? A large canvas document?
And since it works with the GPU, there seems to be something wrong with your graphic card. Could be not fully compatible. Please check out the requirements. https://helpx.adobe.com/illustrator/system-requirements.html

This is a pixel art 24 by 24 pixels. How can a video card released six months ago be incompatible with some program? Illustrator's system requirements are 4 GB of VRAM and support for OpenGL version 4.0 or higher, the RTX 4080 video card has 16 GB and support for OpenGL 4.6.

Video cards might be too new for an application.
What you could try is install a Studio driver instead of a Gaming driver.

Sorry to hear about this experience. Would you mind performing a clean reinstallation of the GPU drivers (Intel / NVIDIA / AMD) and setting the Graphics Preference to High-Performance for Illustrator (https://www.amd.com/en/support/kb/faq/gpu-110), as suggested by Monika and checking if it helps?
If the issue persists, kindly try manually resetting Illustrator's preferences and sharing your observations:
- Close all Adobe applications.
- Go to Location C:\Users\%USERPROFILE%\AppData\Roaming\Adobe
- Rename Adobe Illustrator and Adobe Illustrator 27 Settings folders to Adobe Illustrator.old and Adobe Illustrator - 27 Settings.old
- Relaunch Illustrator from Creative Cloud
Disclaimer: Please note that renaming preferences folders will remove all the custom settings, and Illustrator will launch with default settings. You can also save a backup of the folders in case you want to. The location is mentioned above.
