Transform even locked layers inside a group in adobe illustrator?

Please help. I work with a lot of transform scaling and also lock my layers with graphics and fonts. So when I use the transform tool to scale a group then i want to ensure that the transform is also applied to the locked layers.

Can you share a sample Illustrator file and elaborate a bit more about the desired behaviour?

Also, which version of Illustrator are you using?
