I do believe you go to File>Documet Settings and adjust it from there. 

I'm not at my computer atm. But I know there is a way to fo it from inside your document.

Unless you draw a shape in the background, the artboard is transparent by default. 

Will you be placing the AI file in another program?

You have it already, or rather, there is no background, only the nothingness that lets the whiteness of the screen be seen.

But as Ton said, you can make it visible.
