When I open illustrator on my Cintiq 24HD submenus in illustrator display in a tiny font. Or, perhaps more accurately, fonts in the submenus are of wildly varying sizes.
This has been happening forever (at least 4 years) and I've seen questions about it repeatedly on these forums and elsewhere, but despite following all advice to adjust windows scaling settings or iIlustrator's own scaling settings, I have never been able to fix it.
Its frustrating. So, in the hope that soemone might have a magic fix, I'm asking the question again;
How come the menu's have different font sizes? And how do I fix it?

I am assuming you are using a Windows computer. If yes, try the following steps and check if they help:
- Revert all Illustrator UI scaling settings to the defaults (small).
- Change the resolution and scaling settings under Windows Display settings to the defaults.
- Relaunch Illustrator
If the problem persists, try the following steps:
- Launch Illustrator, set the UI Scaling to large, and then quit Illustrator.
- Create a desktop shortcut for Illustrator
- Right-click on the shortc

If the problem persists, try the following steps:

- Right-click on the shortcut and go to Properties
- In the Properties panel, switch to the Compatibility tab and click on the option for Change high DPI settings
- In the High DPI Settings for Illustrator.exe check the box for Override High DPI Scaling behavior and switch between Scaling performed by between Application and System (Enhanced).
(Note: You will need to log out and Log back into your User account after applying the setting for the changes to take effect and then relaunch Illustrator each time)

You're a genius! Changing the High DPI setting did the trick (I changed them to System Enhanced from Application) Thanks so much. Its been annoying me forever.
