This is what I have:
An inDesign document with 10 "placed" .AI files.
Each of these .AI files has a "placed" instance of background.ai
When I change background.ai I want the changes to reflect on the other AI files. This works if I open each of them and save them again.
I then update all links in InDesign using "Update all links".
It is however time consuming to open each of the 10 AI files and re-saving them. Is there a quicker way to do this?

You could script an action to open and update then resave.
Would it be possible to deconstruct and have two placed document in InDesign? One repeated instance of the background and then place the other 10 variations over it in ID? That way to only have to update the one instance not 10.
