I want to save my workspace and the user interface isn't saving. This means EVERY time I open the same file I also have to import my swatch libraries. Over and over, multiple times a day. I don't have this kind of patience.

If you create a workspace and save it and if you import a swatch library to your swatces and save the file and open that file later on, it should be saving both the workspace and the swatches. The workspace should be saved for any file - you should be able to switch workspaces with the little icon at the far right on top of your screen.

The user defined colors must be imported to your swatches panel to be saved with the file.

Hope that helps.
