We are wondering if it is possible to draw a line like this in illustrator. We have created this by using a fan brush and rotating the brush in places while making a line. Is it possible to create a similar effect in illustrator?

The long answer is no.

 

You could try bristle brushes, but if that doesn't work, then you can perhaps lay a foundation with them and then continue illustrating the effect. Water color is the exact opposite of what vector graphic normally looks like so you have to invest quite an effort to achieve it.
