Weird Export Results in CC 2021

Hello, 

When I export a selection my result is totally distorted. I can't believe this!! Both the PNG and JPG exports result in the same distortion. It's a simple dotted circle that I created using a stroke and using the dash and gaps to created the dots. 
when I export it the dots are totally distorted. 

COME ON! I'm on a tight deadline to get this to the client and I can't send them THIS!! 
it's 2021 and Illustrator still can't fix basic bugs!
