What app should I use to animate?

Hi everyone, I recenetly made a logo and wanted to add some animation to the font. It is supposed to resemble a smiley face and I wanted to add an effect to the letter "D" to make it look like it was almost winking. What app would I use and how should I go about this? I included a picture for reference

This could be done frame by frame e.g. using Photoshop, then export a video or a GIF.

In Illustrator you could do it as well, exporting a GIF using the plugin GIFStudio.

Or you could use Animate or After Effects.

It would primarily depend upon the output format you want to have.
