The usual budget suggestions are:

Inkscape -- useful because it was developed around the SVG standard, and free to use

Affinity Designer -- cheap one-off cost, shares many features with Illustrator

There are also big-name alternates like CorelDRAW. 

Whether these are true replacements or not depends on your use-case.
