When my illustrator in open my tools icon not visible to me on artboard

I've encountered an issue in Adobe Illustrator where the tools icon is not visible when I open my artboard. Its just showing path or dot This problem is hindering my workflow as I rely heavily on the tools panel for my illustrations.

I've tried restarting the application, resetting preferences, and even reinstalling Illustrator, but the issue persists.

Could someone please assist me in resolving this issue? Any guidance or suggestions would be greatly appreciated.
