Why are all Tools not available?

As show in the attached image, all these tools suddenly disabled one day and never return.

I can use none of them in any project now, any idea what is going on?

the image shows the Edit Toolbar Panel. The purpose of the panel is to create your own custom toolbar. At the moment it shows all tools unavailable because all of them are already added to the default toolbar.

If you create a new toolbar all of them will be available to go into that new toolbar.

to use the tools, don't click on the three dots at the bottom of the toolbar.
