Why can't I use the Magic Wand tool?

This new version of Illustrator isn't allowing me to use the magic wand tool for some reason.

Eample: I want to select all the objects in my file that are blue and delete them. The tool won't even allow me to select anything. What's going on?

It would be useful if you could us a screenshot of the artboard with layers.

And tell us exactly what you are doing and what is happening step by step.

Please describe what you have in your file? Is it vector artwork?

And what exactly is not working?
