Why does my .svg save without the included .png file?

Is there a step I may be missing here? I have two .svg files with the same .png image of cells included but one saves correctly and displays the image while the other drops the .png. I can't seem to figure out what I may be doing wrong.

Did you link or embed the PNG?

Exactly how do you export?

Please give us step by step descriptions. And maybe the files to try out.
