Why is Illustrator not Exporting Artboard Size when making a jpeg???

Why is Illustrator not Exporting a jpeg to Artboard Size when I check that off???  Its giving me the bleed that I have.  Never did before.

Do you use Export for screens and turn Off "Include Bleed"?

I use export as

then pick jpg or png.  I always just clicked use artboards so it didnt give me bleed.

I did it the way you said, export as screens (which I had never used) and clicked off include bleeds.  Made image very small

But thans to you I went back and did it my normal way and it did  not include bleeds!!!  Thank you!
