When the brush I created is set to "scale proportionally" this is what happens:
When I draw a shorter line the weight of the line gets smaller (thinner) when I draw a longer line it gets bigger (thicker). WHYYYY
In my stroke panel I have all my brush lines set to 2pts yet the weight still changes depending on the lenth of the line I draw.

Pattern brush was the way to go.

That happens because you scale proportionally.
Set it to "Stretch to fit" instead

The trouble with "stretch to fit" instead is that it stretches my brush to fit the line length which also ends up looking bad. I need it to consitently look like the brush stroke to the left on the screenshot. The one on the right is how bad it looks when the line is made longer.

It's not possible to both keep and object proportional and stretch it to fit.
Perhaps you want to make a pattern brush rather than an art brush.

I agree with Doug - a Pattern brush, or even a Scatter brush (made from a circular sampling of the ink splotches) will get around the distortion that happens with Art brushes. With Scatter brushes you can vary the rotation and size of the art so it can look more random.
