why is the black not showing up with the correct HEX code? - illustrator

The colours in illustrator are changing after I've set the colour. This is so frustrating. This is happening after I updated July 21, 2021

I'm not clear what you are asking. CMYK percentages are meaningless for RGB-based hex values and vice versa, even more so without color management. This has never been any different. Anything beyond that will require a proper explanation about what you are actually trying to do along with info on the relevant CM settings and all that...
